1-Background

 

Africa Youth Development Association (AYODA) was founded as a Non-Governmental Organization in January 2003, by a group of ambitious youth in Borama, Awdal region in Somaliland. AYODA is fully registered with the Attorney General and Ministry of National Planning and Development. AYODA’s activities are multi-sectorial and integrate relief and development. Over the twenty-two years, AYODA has built a niche experience in youth, children and women empowerment, food security, protection, education, wash, community health, Livelihood, civic engagement, emergency drought response, recovery, environmental protection and climate change resilience. AYODA works in collaboration with the Somaliland government, international development, local organizations, and the civil societies. AYODA has a wide mandate for programming and operationalization. Clarification of its mandate is based on what is provided for in its constitution and the current legal context in Somaliland.

AYODA cares the wellbeing of needy people living in our target regions of Awdal, Marodijeex, Sahil, Togdheer, Sanaag and other regions in Somaliland. Through grass root networking with like-minded NGOs and the collaboration of local communities, AYODA implements humanitarian initiatives that save lives, alleviate suffering and poverty reduction, maintain human dignity, support livelihood and provide sustainable development solutions to their economic challenges. AYODA believes in empowering the needy with skills, tools and resources that assist them in becoming self-reliant.

 

AYODA in partnership with Somali Humanitarian Fund (SHF) is implementing an Emergency Cash-Based Assistance for Vulnerable Pastoralist Households Project in Zeylac District, Awdal Region Somaliland. Targeting 451vulnerable pastoral households affected by prolonged drought and limited access to grazing land. The intervention aims to reduce livestock mortality and sustain milk production through the provision of high-nutritional livestock feed blocks for core breeding livestock.

Under this project, AYODA intends to support 200 vulnerable pastoral households, targeting approximately 3,000 pregnant and lactating core breeding livestockover a period of three (3) months. AYODA hereby invites eligible, qualified, and reputable suppliers with required technical experiences to submit sealed bids for the supply and delivery of livestock feed blocksas detailed below.

2- Scope of Supply

The successful bidder will be responsible for the supply, transportation, and delivery of livestock feed blocks to designated distribution four Villages which are Xirsi Bow, Odowaa Dari, Cali weeci and Heemaal dheere in Zeila District.

Note:

  • Each household will receive 3 sacks which each Sack contains 50kg which equivalent to 150 kg per cycle/ per month
  • Total cycles: 1 time per month for 3 months
  • Packaging should be in durable, moisture-resistant bags or blocks clearly labeled with composition and expiry date.

3- Targeting and Use

The feed will support livestock owned households identified using SHF and Food Security Cluster (FSC) vulnerability criteria, with priority given to:

  • Households with limited access to grazing land
  • Households with poor livestock body condition
  • Female-headed households
  • Households with high dependency on livestock for food and income

 

 

4- Delivery Requirements

  • Delivery locations: Xirsi Bow, Odowaa Dari, Cali weeci and Heemaal dheere in Zeila District
  • Delivery schedule: Phased or full delivery, as agreed with AYODA
  • Supplier bears all transportation, loading, and off-loading costs
  • Goods must be delivered in good condition and within the agreed timeframe

5- Bidder Eligibility Requirements

Interested bidders must meet the following minimum criteria:

  1. Valid business registration/license
  2. Valid tax compliance certificate
  3. Proven experience in supplying livestock feed or related agricultural inputs
  4. Company Bank Statements for past 1 year.
  5. Ability to deliver to remote locations in Awdal Region
  6. Compliance with humanitarian procurement and ethical standards

  • Detailed financial quotation (unit price and total price in USD)
  • Product technical specifications and composition
  • Delivery timeline
  • Company profile and at least two references of similar supplies
  • Copies of legal registration documents.

Bids will be evaluated based on:

  • Compliance with technical specifications
  • Cost competitiveness and value for money
  • Delivery capacity and timeline
  • Supplier experience and past performance
  • Compliance with SHF procurement standards

10- Bid Submission Instructions

 

Bid documents must be submitted in two sealed envelopes, one original Technical and one original Financial Bids Separately, bearing an official supplier seal, and clearly marked by the "bidders’ name, address, and the tender reference number and title as stated above. The deadline for submitting bids is 18/01/2026 at 1:00 pm and any tender or documents received later than 18/01/2026 1:00 pm will not be accepted.

Vocational Training Program

AYODA members funded and established the Vocational training program in June, 2004, which provides different skills training to youth.

The main objectives of this program are to empower the youth with skills to get employment opportunities and to improve the socio-economic status of low in-come returnee and IDPs families in Awdal region.

VTP consists three pillars those are literacy and numeracy, Life skills & Marketable skills. Such as office management/Computer, Ectricity, Electronic, Masonry with Cable stone, Audio-video,Plumping, Carpentry, Alluminium metal work, Comercial painting, Tailoring & Ty-Die, Coefecianery, Hospitality and Fishing.

Since the establishment of this program over 1750 male and females have been trained in above different marketable skills who most of them benefited provided skills opportunity, got jobs and become self relient and improved socio-economic status of their families.

Since the establishment of AYODA’s vocational skills training centre in 2006, AYODA received valuable assistances from the following partners. NRC, Care international, UN-HABITAT, UNIDO and United States African Development Foundation (USADF) under AYODA’s startegy plan is going to extend this progarm into other districts of Awdal region to respond hingh demand of drought and cylcone affected poor agro-pastoralist youth in the region as well as other regions of the country.
