1-Background

 

Africa Youth Development Association (AYODA) was founded as a Non-Governmental Organization in January 2003, by a group of ambitious youth in Borama, Awdal region in Somaliland. AYODA is fully registered with the Attorney General and Ministry of National Planning and Development. AYODA’s activities are multi-sectorial and integrate relief and development. Over the twenty-two years, AYODA has built a niche experience in youth, children and women empowerment, food security, protection, education, wash, community health, Livelihood, civic engagement, emergency drought response, recovery, environmental protection and climate change resilience. AYODA works in collaboration with the Somaliland government, international development, local organizations, and the civil societies. AYODA has a wide mandate for programming and operationalization. Clarification of its mandate is based on what is provided for in its constitution and the current legal context in Somaliland.

AYODA cares the wellbeing of needy people living in our target regions of Awdal, Marodijeex, Sahil, Togdheer, Sanaag and other regions in Somaliland. Through grass root networking with like-minded NGOs and the collaboration of local communities, AYODA implements humanitarian initiatives that save lives, alleviate suffering and poverty reduction, maintain human dignity, support livelihood and provide sustainable development solutions to their economic challenges. AYODA believes in empowering the needy with skills, tools and resources that assist them in becoming self-reliant.

 

AYODA in partnership with Somali Humanitarian Fund (SHF) is implementing an Emergency Cash-Based Assistance for Vulnerable Pastoralist Households Project in Zeylac District, Awdal Region Somaliland. Targeting 451vulnerable pastoral households affected by prolonged drought and limited access to grazing land. The intervention aims to reduce livestock mortality and sustain milk production through the provision of high-nutritional livestock feed blocks for core breeding livestock.

Under this project, AYODA intends to support 200 vulnerable pastoral households, targeting approximately 3,000 pregnant and lactating core breeding livestockover a period of three (3) months. AYODA hereby invites eligible, qualified, and reputable suppliers with required technical experiences to submit sealed bids for the supply and delivery of livestock feed blocksas detailed below.

2- Scope of Supply

The successful bidder will be responsible for the supply, transportation, and delivery of livestock feed blocks to designated distribution four Villages which are Xirsi Bow, Odowaa Dari, Cali weeci and Heemaal dheere in Zeila District.

2.1- Description of Items

Note:

  • Each household will receive 3 sacks which each Sack contains 50kg which equivalent to 150 kg per cycle/ per month
  • Total cycles: 1 time per month for 3 months
  • Packaging should be in durable, moisture-resistant bags or blocks clearly labeled with composition and expiry date.

3- Targeting and Use

The feed will support livestock owned households identified using SHF and Food Security Cluster (FSC) vulnerability criteria, with priority given to:

  • Households with limited access to grazing land
  • Households with poor livestock body condition
  • Female-headed households
  • Households with high dependency on livestock for food and income

 

 

4- Delivery Requirements

  • Delivery locations: Xirsi Bow, Odowaa Dari, Cali weeci and Heemaal dheere in Zeila District
  • Delivery schedule: Phased or full delivery, as agreed with AYODA
  • Supplier bears all transportation, loading, and off-loading costs
  • Goods must be delivered in good condition and within the agreed timeframe

5- Bidder Eligibility Requirements

Interested bidders must meet the following minimum criteria:

  1. Valid business registration/license
  2. Valid tax compliance certificate
  3. Proven experience in supplying livestock feed or related agricultural inputs
  4. Company Bank Statements for past 1 year.
  5. Ability to deliver to remote locations in Awdal Region
  6. Compliance with humanitarian procurement and ethical standards

Bid documents must be submitted in two sealed envelopes, one original Technical and one original Financial Bids Separately, bearing an official supplier seal, and clearly marked by the "bidders’ name, address, and the tender reference number and title as stated above. The deadline for submitting bids is 18/01/2026 at 1:00 pm and any tender or documents received later than 18/01/2026 1:00 pm will not be accepted.

1.Introduction:

 

The recent heavy rains accompanied by fierce winds in Garbadadar town on Friday 15 September,2023 has caused significant damage to various critical infrastructures, including schools, health centers, homes, and WASH facilities in Garbadadar town.

The recent heavy rains accompanied by strong winds in Garbadadar Town have resulted in the displacement of approximately 200 peaple and significant damage to around 30 houses, primarily in the Garbadadar Internally Displaced Persons (IDP) camp

This report aims to provide an overview of the extent of the damage and its impact on the affected community

 

2.Damage to Schools:

 

Two schools in Garbadadar town have suffered severe damage due to the heavy rains and fierce winds. Roofs have been blown off, walls have cracked, and classrooms have been flooded. the heavy rain and strong in Garbadadar town on Friday caused significant damage to two primary schools in the first school consist of four classes, two classes were completely removed from the roof by the strong winds , while in the second school located in an IDP camp all two classes removed out the roof. This has rendered these educational institutions temporarily unusable, disrupting the education of many students.

 

3.Impact on Health Center:

 

The heavy rains and strong winds have also affected health centers in the area. Some facilities have experienced roof damage, leading to water leakage and potential damage to medical equipment, also the heavy rain has destroyed the solar system in garbadadar HF. This has hindered the provision of essential healthcare services to the affected population, further exacerbating the situation.

 

4.Damage to Homes:

Numerous homes in Garbadadar town have been severely impacted by the adverse weather conditions. Roofs have been torn off, walls have cracked, and a total of 30 houses have been damaged due to the heavy rain and strong winds. The extent of the damage varies, with some houses experiencing partial destruction, while others have been completely demolished. This has resulted in the displacement of families and left them vulnerable to the elements.

 

 

 

 

 

 

5.Wash Facilities:

Garbodadar Town recently experienced heavy rain accompanied by strong winds, resulting in significant damage to water, sanitation, and hygiene (WASH) facilities, including emergency latrines. This assessment report aims to provide an overview of the impact on these facilities and recommend appropriate measures for recovery and rehabilitation.

 

5.1: Damage to WASH Facilities: Water Supply: The heavy rain and strong winds have caused damage to the water supply infrastructure in Garbodadar Town. This includes broken pipelines, and disrupted water distribution systems. As a result, the availability of clean and safe water has been severely affected, leading to potential health risks for the community.

 

5.2: Sanitation: The heavy rain and strong winds have also caused damage to sanitation facilities, particularly emergency latrines. The 7 emergency latrine structures have collapsed or been severely damaged, rendering them unusable. This poses a significant challenge to maintaining proper sanitation and hygiene practices, increasing the risk of waterborne diseases.

 

5.3: Impact on the Community: The impact of the heavy rain and strong winds on WASH facilities, including emergency latrines, has had several adverse effects on the community in Garbodadar Town. These include:

ØHealth Risks: The lack of clean and safe water, coupled with the damaged latrines, increases the risk of waterborne diseases such as diarrhea, cholera, and typhoid. The community is exposed to contaminated water sources and lacks proper sanitation facilities, leading to potential outbreaks of diseases.

ØDignity and Privacy: The damaged latrines have compromised the privacy and dignity of the community members, particularly women, children, and individuals with disabilities. The absence of functional latrines forces individuals to resort to open defecation, further exacerbating the risk of disease transmission.

6. Recommendations for Recovery and Rehabilitation:

6.1. Immediate Response

ØConduct an emergency assessment of the damaged WASH facilities to determine the extent of the damage and prioritize interventions.

ØProvide temporary alternative water sources, such as water tankers or water purification tablets, to ensure access to clean and safe water.

ØRepair and Establish temporary latrines or communal latrine facilities to address the immediate sanitation needs of the community.

 

 

6.2: Short-term Measures

ØReconstruct or repair the emergency latrines to ensure safe and hygienic sanitation facilities for the community.

ØConduct hygiene promotion campaigns to raise awareness about proper sanitation practices, hand washing, and the importance of using latrines.

 

6.Long-term Recovery:

Rebuilding and repairing the damaged infrastructure will require significant resources and time. The local government, in collaboration with relevant stakeholders, will need to develop a comprehensive recovery plan to address the long-term needs of the community. This may include infrastructure rehabilitation, provision of clean water and sanitation facilities, and support for affected families.

8. Conclusion:

The heavy rains and fierce winds in Garbadadar town on 15 September 2023 have caused extensive damage to critical infrastructure, including schools, health centers, homes, HF, and WASH facilities. Immediate response needed to provide assistance to the affected population, including houses, school classes, Health facilities, and WASH facilities. Immediate response actions to be needed to address the situation, including emergency shelter provision, damage assessment, repairs, and temporary arrangements, Coordination and support from local authorities and humanitarian organizations are crucial in ensuring the well-being and recovery of the affected population.

Awareness and Advocacy Program

Under this integrated program which the organization has been working for the last ten years through the collaboration with community, national & international agencies involving these fields.

Therefore, AYODA carries out the following activities;

  • Raising community awareness for the risk of GBV, HIV/AIDS and STI
  • Establishing and maintaining HIV/AIDS counseling centre
  • Improving environmental condition through raising awareness for soil conservation and reforestation programme
  • Providing trainings and education for reproductive health to the community
  • Engaging religious and traditional leaders for stopping GBV and other human right violations
  • Raising community awareness on environmental protection and the causes and effects of climate change
  • Advocating and supporting GBV victims through legal system
  • Mobilizing communities and government agencies bringing in front of the law GBV perpetrators
  • Providing STD education for youth generation.
  • Mobilizing/supporting communities for FGM/HTP abandonment
  • Raising community awareness for health and advantages of fascination
  • Enhancing mixed migration activities in the country
  • Promoting Human rights , in generally
  • Collecting & disseminating child abuse and SGBV cases in the region.
  • Strengthening monitoring and documentation of human right violations.

We mainstream the above activities in all programs that we run such as youth empowerment, child rights, child protection, protection mechanisms, environment protection, rural education, human rights and national and international events.
